Please help our funding bid to the European Commission by providing a letter of support for a second Eurosparks project looking at cross-border collection of financial penalties.
Support Eurosparks Bid for European Commission Funding
SPARKS Programme seeks support from local authorities, trade and motoring organisations in member states for our Eurosparks Two proposal.

Eurosparks Two will carry out research into the volume and value of traffic penalties issued to foreign registered vehicles in EU member states to provide a picture of overall enforcement across Europe. It will include an assessment of local and EU-wide legal enforcement methods and make recommendations for new processes and procedures to improve debt recovery.
The aims of the project are to:
• Develop an efficient process model for collection of financial penalties across national borders, building on best practice within countries and taking into account existing EU models
• Identify obstacles preventing widespread adoption of the new process
• Make recommendations to EU institutions for innovation in administrative debt recovery.
Your letter will help to demonstrate that Transport for London (TfL), the project applicant, has support from a range of European partners including local authorities and municipalities, other government bodies, lawyers, bailiffs and motoring organisations.
We will be bidding in the European Commission’s current open call for proposals in the Civil Justice Programme (part of DG Justice). Bids must be submitted by 20 May. If we are successful, the Eurosparks Two project will run for 14 months from January 2009.
About Eurosparks One
During 2007 Eurosparks analysed existing legislation relating to mutual recognition, co-operation between court services and debt recovery, as well as comparing custom and practice in parallel policy areas in a number of EU member states.
Outputs are recommendations for adapting or changing EU law so local authorities can enforce civil judgements against foreign-registered vehicles that choose to ignore parking and driving laws and fail to pay the resulting civil debts.

Our objective is for traffic enforcement to be equally effective against all vehicles irrespective of nationality.
