Europe to restart stalled cross-border directive

The European Commission is to restart the legislative process for the stalled cross-border directive on road safety, according to Commissioner for Transport Antonio Tajani.

In a recent written parliamentary answer Mr Tajani said that the Commission is considering a modified proposal for the directive.

It will take account of amendments agreed in Parliament and issues raised in Council during December’s debates – these include recommendations from SPARKS Network members.

Bill blogs his way round Europe

Written by network manager Bill Blakemore, it is a getting-on-down look at the issues local authorities face enforcing traffic laws on their roads.

So far Bill’s journeys have taken him from Exeter to Malta by way of Paris, Newcastle, Southport, Ipswich and Birmingham.

New surveys update impact of FRVs on UK roads

In conjunction with the British Parking Association, SPARKS Network is running a survey in the East, North West, North East and South West regions of England.

Each survey asks how foreign registered vehicles (FRVs) impact the local authority, as an input to SPARKS work on improving the chances of enforcing penalties against FRVs.

In particular the survey asks how many parking tickets and other penalties were issued in the year ending March 2009 including those issued to FRVs and the collection success rate.

If you are a BPA member in one of these regions and you have not yet completed the survey please do so by clicking on one of the links below.

Eastern region
North West region
North East region
South West region

These four surveys are open until Friday 17 July 2009 - South West is open unitl 24 July.

Additional surveys for other BPA regions will be added during July and August.

Highlights of the results will be publicised on the SPARKS Network website in the autumn. Do look out for them on the home page at www.sparksnet.org


Tories take interest in FRV issue

Conservative MPs have been questioning the government about its track record ensuring foreign registered vehicles adhere to UK traffic laws.

In the House of Commons Theresa Villiers and Mark Lancaster have asked a range of questions about the size of the problem and Mark Lancaster has also asked about FRVs re-registering under the six month rule.

DfT publishes estimates for FRVs on UK roads

The Department for Transport has just published statistics on volumes of foreign registered vehicles on British roads, based on observations during a roadside survey in June 2008.

These statistics include estimates of the numbers of FRVs by kilometres driven, vehicle type, road type and region.

In its report Road Traffic in Great Britain the DfT says that its FRV statistics are cautious estimates and not national statistics.
